You completely awareness In Afghanistan we have two budgets improve budget and common budget in a year, that common budget spend it for hires, consumptions of government offices like some materials desk, and extra and we spend this budgets about 95% in year an there isn’t any problem about this as we know if we don’t spend common budget it return to income of the government again.

The improve budget include some programs for improve projects that in improve budget we determine projects, and we can’t use in other sections and the problem of improve budget is this, we spend budget similar of our plans and programs.

Every year we spend improve budget about 50_40% this is impossible that a country spend all improve budget but there are some reasons that the government of Afghanistan can’t spend all the improve budget.

One of the reasons that the government can’t spend improve budget is, that there aren’t any Proficient persons in government offices that can spend the money honestly and also powerful chairs in Afghanistan become sell.

Another is that there aren’t any questions and responses from the powerful men in Afghanistan government.
